Frank Hooge was born August 15, 1904, on a homestead his parents had settled in Windom, Minnesota. He had 6 brothers and 10 sisters. He attended Tabor College in Hillsboro, Kansas, where he was saved and it was there that he met Elsie Croissant. They married July 22, 1930. 

They left college and returned to Colorado to help on Mrs. Hooge's parents' farm. In 1938 when Harvey Springer was preaching a revival, they dedicated their lives for full time service. Bro. Hooge pastored several churches in Colorado. God used a letter from Elmer Gullion, a young man Bro. Hooge had led to the Lord and who was at that time, serving in the army in the Philippines, to burden their hearts for that country. They arrived in January 1948. Bro. Hooge was instrumental in opening the work of the Baptist Bible Fellowship in the Philippines. 

Due to Mrs. Hooge's health they retired in June, 1976. His heart never left the Philippines. He suffered from Parkinson's disease the last several years of his life. He died on March 5, 2000. He was survived by his sons, Marvin and Delbert, and daughter, Dorothy who are all serving as Baptist Bible Fellowship missionaries.
